with North Korea without pre-conditions backing away from a key US demand that Pyongyang must first accept that giving up its nuclear arsenal would be part of any negotiations Tillerson’s new diplomatic overture comes nearly two weeks after North Korea said it had successfully tested a breakthrough intercontinental ballistic missile (ICBM) that put the entire United States mainland within range of its nuclear weapons “Let’s just meet” Tillerson said in a speech to Washington’s Atlantic Council think tank on Tuesday The White House later issued an ambiguous statement that left unclear whether President Donald Trump – who has said Tillerson was wasting his time pursuing dialogue with North Korea – had given his approval for the speech “The president’s views on North Korea have not changed” the White House said “North Korea is acting in an unsafe way . North Korea’s actions are not good for anyone and certainly not good for North Korea” In Beijing Chinese Foreign Ministry spokesman Lu Kang said China welcomed all efforts to ease tension and promote dialogue to resolve the problem China hopes the United States and North Korea can meet each other halfway and take meaningful steps on dialogue and contact he told reporters Ahead of Tillerson’s speech North Korean leader Kim Jong Un vowed to develop more nuclear weapons while personally decorating scientists and officials who contributed to the development of Pyongyang’s most advanced ICBM state media said on Wednesday Kim said on Tuesday the scientists and workers would continue manufacturing “more latest weapons and equipment” to “bolster up the nuclear force in quality and quantity” the KCNA news agency said “PERIOD OF QUIET” While reiterating Washington’s long-standing position that it cannot tolerate a nuclear-armed North Korea Tillerson said the United States was “ready to talk any time they’re ready to talk” but there would first have to be a “period of quiet” without nuclear and missile tests United Nations political affairs chief Jeffrey Feltman who visited Pyongyang last week said senior North Korean officials did not offer any type of commitment to talks but he believed he left “the door ajar” “Time will tell what was the impact of our discussions but I think we have left the door ajar and I fervently hope that the door to a negotiated solution will now be opened wide” Feltman told reporters after briefing the UN Security Council on Tuesday Not everyone is ready for talks US Secretary of State Rex Tillerson concludes his remarks on the US-Korea relationship during a forum at the Atlantic Council in Washington US December 12 2017 REUTERS/Jonathan Ernst TPX IMAGES OF THE DAYJapan has advocated a strategy of pressuring North Korea through sanctions to give up its nuclear weapons Tokyo and Washington are in “100 percent” agreement on that stance Chief Cabinet Secretary Yoshihide Suga said on Wednesday when asked about Tillerson’s comments A former Japanese diplomat said that while a diplomatic solution was the “only acceptable solution” now was not the time for talks “We have to see the effects of sanctions on life in North Korea” the former diplomat who asked not to be identified told Reuters “I heard that they are having a serious impact on everyday life Let’s wait and see If we were to hint anything for dialogue we’d be losing clout” South Korea continued military exercises with the United States to check military readiness exercises the North describes as preparation for war The South’s army said separately on Wednesday it conducted a successful air-to-air missile firing drill from Apache helicopters Slideshow (2 Images)US TALKS TO CHINA Tillerson also disclosed the United States had been talking to China about how to secure North Korea’s nuclear weapons in the event of a collapse of the government in Pyongyang He said Beijing had been given assurances that if US forces had to cross into North Korea they would pull back across the border into the South Chinese spokesman Lu would not directly answer a question about those comments but said China had always clearly told all its interlocutors on the issue that “There can be neither war nor chaos” on the Korean peninsula Tillerson made clear that the United States wants to resolve the North Korea standoff through peaceful diplomacy and in terms far more tempered than Trump’s recent threats against Pyongyang offered to hold exploratory talks “We can talk about the weather if you want” he said “We can talk about whether it’s going to be a square table or a round table Then we can begin to lay out a map a road map of what we might be willing to work towards” Tillerson – whose influence has appeared to wane within the administration – said Trump “has encouraged our diplomatic efforts” Trump said on Twitter in October that Tillerson was “wasting his time trying to negotiate with Little Rocket Man” using his derisive nickname for Kim North Korea for its part has made clear it has little interest in negotiations with the United States until it has developed the ability to hit the US mainland with a nuclear-tipped missile something most experts say it has still not proved Tillerson also said the United States was working to tighten enforcement of international sanctions against North Korea especially further measures that China can apply and that Washington had a full menu of military options if such a response was needed Daryl Kimball executive director of the non-partisan Arms Control Association said Tillerson’s proposal was overdue but added “In order to get to such talks going the US side as well as North Korea must demonstrate more restraint” This story has not been edited by Firstpost staff and is generated by auto-feed By: PTI | Dinard | Published: July 4 2016 11:32 am Chris Coleman became Wales manager in 2012 (Source: Reuters) Top News Wales manager Chris Coleman would “never ever” consider taking charge of beleaguered rivals England but as he plots the downfall of Portugal in Wednesday’s Euro 2016 semi-final he said a move abroad is possible Having guided Wales to a first ever major tournament semi-final by masterminding a stirring 3-1 win over Belgium last Friday Coleman’s star is firmly in the ascendant England are seeking a new manager after Roy Hodgson quit following their last 16 humiliation by Iceland Coleman is not expecting a call from the Football Association and said he has no interest in the job “I’m a Welshman through and through At international football it was only Wales it would only ever be Wales My next job after Wales whenever that is will be somewhere maybe abroad “To manage another country No I wouldn’t That’s not something I would consider” Welsh fans have been revelling in the failure of England at the European Championship finals But Coleman expressed sympathy for Hodgson “I have a lot of time and respect for Roy Hodgson” the 46-year-old told reporters at Wales’s media centre in Dinard northwest France “I think he’s a very good manager He’s lost his job so England now will search again but it’s something that would never ever enter my thinking to be honest” Amid the soul-searching that follows England’s elimination from major tournaments the Football Association has pledged a “definitive review” of the tournament to identify where Hodgson went wrong There are no immediate top-notch candidates to take over however Asked for his opinion Coleman suggested that pre-tournament target-setting may have had a negative effect Thoughts of Speed “The bigger countries have got to get into the quarter-finals semi-finals final We didn’t” he said “We had to come and perform for us for inside our camp I thought we had a good chance of getting to the quarter final I never came out and said to the players: ‘That is what we can do’ “We don’t think: ‘We’ve got a game here We’ve got to win it to get to this or that stage three games down the line’ “For some countries that was the case It wasn’t for us” He added: “The next game in the (qualifying) campaign was the biggest one and it’s been the same in the tournament The next one is even bigger “We don’t need to change anything we do We’ll go into it as the underdogs no problem at all” When Coleman walks out at Stade de Lyon on Wednesday he will become only the fourth British coach of a team in a major tournament semi-final after former England managers Alf Ramsey Bobby Robson and Terry Venables Coleman only took up the role in January 2012 due to the tragic suicide of his childhood friend Gary Speed who was Wales’s manager at the time of his death He said that thoughts of Speed had never been far away during his time in France “It is not because I am at a tournament I always think of him” Coleman said “Everyone else will say they know him through football That was not the case with me I met him through football but then we were friends since 10 or 11 “That is when our paths crossed and we stayed mates I don’t need football to remind me of ‘Speeds’ Everyone else can do that “But when we beat Belgium I did not just think of Speeds as he was one of my friends I have lost two or three friends who have died too young It is horrible “I can’t say because of that game I thought of Speeds as I don’t need Belgium or a big game to think of him I always think of him” For all the latest Sports News download Indian Express App More Top NewsWritten by Raakhi Jagga | Ludhiana | Brazilian Grand Prix could have handed us a new World Champion but it didn’t However it offered us a confirmation we didn’t necessarily need that Max Verstappen is World Champion material In our view 2016 could well be remembered for Verstappen taking the world of Formula 1 by storm than for the mostly lopsided Hamilton-Rosberg rivalry But for those interested Hamilton drove a controlled and relatively drama-free race to win his ninth race of the season his first-ever win at Interlagos to take the title fight to Abu Dhabi For a change the FIA needs to be applauded for their conduct of the race There were repeated rain showers that induced multiple safety car and red flag periods However on almost every instance the FIA reacted well to ensure that a possible title-deciding race was contested in a safe manner and for the entire distance The threat of a shorter race loomed for nearly three out of the scheduled four hours of racing time and had the race run less than 75% distance (or 53 laps) half points would have been awarded to the drivers making it even more difficult for Hamilton to defend his title Eventually in typical Formula 1 precision style the 71-lap race ended at the dot of the fourth hour Race winning driver Lewis Hamilton is sprayed with champagne by third placed finisher Max Verstappen Reuters The wet weather conditions proved a few things First Formula 1 drivers are the absolute best in the world and are wired to push the laws of physics to every possible degree they can come rain or shine We lost Kimi Raikkonen Sebastian Grosjean and Marcus Ericsson to aquaplaning but full marks to the racers for driving to the absolute limit in challenging visibility conditions Second the Pirelli extreme weather tyres aren’t meant for extreme wet conditions But we guess the same can be said for Pirelli’s dry tyres too Maybe the tyre manufacturers need to re-think their compounds altogether Also the FIA should allow for car setup changes between qualifying and the race should the race be deemed as a ‘wet’ one Currently such changes are banned under Parc Ferme regulations but if relaxed teams and drivers will most certainly alter suspension setup ride height and even wing angles The third and most distinct point that the rain proved in Interlagos was Verstappen’s ingenuity While the FIA has banned ‘The Verstappen’ overtaking move the young Red Bull prodigy took an absolutely different racing line at the exit of the iconic ‘Senna S’ sequence of corners prompting us to put ‘The Verstappen’ label to this racing line too Strangely enough not many other drivers managed to or could take this line which eventually allowed Verstappen to overtake Rosberg for P2 So much for Mercedes’ Toto Wolff not wanting Max Verstappen to interfere in his drivers’ championship Wets or intermediates In the quest to be on the best tyre at the right time many teams and drivers made erroneous calls and switched to intermediates when the extreme wet tyre was the obvious choice Red Bull Racing’s desire to attempt something different (the switch to intermediates) to pressurize Mercedes (and Hamilton) backfired when rain intensified prompting extra stops for both their drivers While it cost Verstappen a possible shot at victory it offered Formula 1 fans a glimpse of his wet weather racing talent He rejoined the pack in 14th place and pulled off a series of breathtaking overtakes to claim the final step of the podium For the self-confessed Play Station-er Verstappen drove as though the damage mode for Red Bull Racing car was ‘OFF’ And by the way it would be blasphemy to not mention Verstappen’s ‘save’ during P2 in the early part of the race We’ve seen the replays where the driver aquaplaned wobbled locked all tyres and miraculously managed to avoid the barriers to continue the race What made the save even more spectacular is that he still managed to keep second place ahead of Rosberg The best end to the 2016 season would be a straight battle between Hamilton and Verstappen and we’re hoping Abu Dhabi has that on offer for us in some way And we don’t really care if it alters someone else’s championship hopes Rosberg the championship leader came to win the race in Brazil but could only manage second place In every previous season as teammates he had beaten Hamilton at this race However the 2016 edition didn’t see a repeat of history as Hamilton comprehensively out-paced and beat his championship rival Full marks to Hamilton for yet another dominant and error-free display but full marks to Rosberg too for holding things together in a race in which he could have actually finished third At Abu Dhabi Rosberg now needs to finish on the podium (if Hamilton wins) to clinch his maiden title In this instance a plan to finish to win a title than to win a race seems riskier and scarier Remember Hamilton circa 2008 The Rosberg that landed in Singapore is the Rosberg that needs to show up in Abu Dhabi if he wants to control his own fate for his maiden title Lastly this race was Felipe Massa’s last home race and while he ended it in the barriers all of Formula 1 should be thanked for the heartwarming farewell offered to the former Ferrari driver In fact in what we think is a first other Formula 1 teams (Mercedes and Ferrari) dropped their tools mid-race to congratulate Massa on his memorable career However Force India’s fourth (Perez) and seventh (Hulkenberg) finish helped them score their highest career points ever (163) and further cement fourth place in the Constructors’ Championship ahead of Williams And in a dramatic turn of events thanks to the weather Sauber’s Felipe Nasr finished a lucky ninth place that allowed Sauber leapfrog Manor (to 10th) in the Constructors’ Championship A move that will benefit the Swiss-based team by approximate $10 million But with the World Champion yet to be decided we believe there’s more drama expected in Abu Dhabi Will it be Hamilton or will it be Rosberg We
